منحت وزارة الإعمار والإسكان، متمثلةً بالمديريةِ العامة للمجاري، عقدَ الإشراف على تنفيذ أعمال مشروع مجاري مدينة سامراء، إلى المكتب الاستشاري الهندسي في جامعة سامراء.
وجاء هذا التكليف بجهود النائب في البرلمان العراقي عن المدينة المهندس خالد السامرائي، الذي تواصل مع وزارة الإعمار والإسكان وتابع مشكلة ومعاناة أعمال مشروع مجاري سامراء، وبحث مع الأستاذ سمير إبراهيم -مدير عام دائرة التخطيط والمتابعة- في الوزارة تلكؤ المشروع وعرقلته لحركة السّير في المدينة وإظهاره لملامح الخراب الذي طال أغلب شوارع مدينة سامراء؛ الأمر الذي دفع إلى ضرورة التعاقد مع مكتب هندسي في جامعة سامراء للإشراف على تنفيذ العمل -وفقًا لرأي النائب-.
يُشار أن المكتب الاستشاري الهندسي أشرف ونفّذ العديد من المشروعات المهمة داخل المدينة وخارجها، ووكِّلت له هذه المهمة بناءً على السمعة الرّصينة، والمكانة العمليّة التي يتمتع بها، حسب رأي أغلب الجهات التي تعاملت مع المكتب.
